I am not aware of any SCOTUS ruling addressing Obama's unilateral decision to resolve the issue of the Shah's frozen assets without waiting for the SCOTUS ruling to come down.

Obama did not give the money to the Iranian people but to the crooks who unjustly overthrew the Shah and set up a base for conducting terror missions worldwide. That money was never supposed to go to the terrorists and even if there had been some justification earlier for giving the money to the terrorists, after years of mass murder terrorism the Iranian thugs lost all claims to the money, whether legitimate or not.

I don't have to decide anything. Lawyers from all sides took the issue of the frozen Iranian assets to court and in 2016 the SCOTUS ruled on who the money belongs to.

You said the SC said the money should go to victims. You didn't say USA victims or Iranian victims.
They did not legislate that and you know it. When they did make a decision, it doesn't matter. Obama can and did do it when he chose. No laws broken. Get over it.
