I am not sure How recent this statement is. There seems an inconsistency in saying the Church welcomes and respect gays and bans them from church.
The catholic Church has always had a lot of members who were homosexual in orientation. There is nothing wrong with this. What it has ban is sexual relations outside marriage. This would includes gay but also most heterosexuals. It does not ban people that do these things but claim they are sins that need repentance.

It is obvious by the pedophilia revelations that this also applies to clergy. Most relationships have been with boys.
These are wrong but not because that are homosexual. The catholic Church will never approve openly gay weddings but will continue to welcome gays to is services
