What is actually suggested is that domestic violence cases and cases of insane people should be visited by an officer assisted by a trained psychologist who understands mental illness and will prevent untrained cops from shooting the crazy person dead.

I see. Kackles simply wants to eliminate portions of armed police departments and replace them with counsellors armed with sweet-smelling degrees from leftist schools. I fail to understand why it is so difficult for her to explain her own positions instead of relying on others to explain them for her.
