"separate but equal" ..not so equal. which is why it was struck down, but it still took awhile, for example, Segregation of public facilities — including water fountains and restrooms — was officially outlawed by the Civil Rights Act of 1964,

That archaic requirement might still be in place if not for the Women’s Business Ownership Act of 1988.
