What is happening in California is couples with houses anywhere in the state no longer need three or four bedrooms and the house they bought way back when is worth four or five times as much. So they sell the house, take the profits and move to a state with lower taxes. When they choose a new home in OR, ID, WA , NV, AZ or wherever, they are no longer picky about the quality of the schools, as they will have no children.
