The goal of the Democratic Party is to win the election. Biden understands politics better than silly people like PamiUSA, he will speak if it is determined that by doing so, Harris will win votes.

The goal of participating in an election is to win. It is not to give or deny Biden the ability to campaign or speak.

Biden will be judged as one of this country's most effective presidents. He selflessly stepped aside so Hillery could run, and he dropped out because he saw that (1) his plans for the county would not be fulfilled unless the Democrats won, so (2) he selflessly stepped aside because he realized that Harris would be able to beat Trump better than he could. I do not think he was unqualified to serve a second term, but I do think that he made the right decision to step aside for the good of our country.
