There is NO QUESTION that Elián has benefited far more from living in Cuba than being raised in the US.
The law clearly stated that he belonged with his nearest of kin, who was his father.
What was don in the Elian case was precisely what should have been done, and Elian is better off as a result.
Is life better in Cuba than in the US? Usually, no.
But not always, and that is true of Elian.
