Elián's mother died because crossing the ocean is quite dangerous. The possibility that she could have survived and Elián could have drowned were about equal.

If one manages to reach the coast of the US safely from Cuba, that is considered bravery.
If one drowns in the attempt, it can only be called foolhardiness.

But in reality, they are the same act, with only luck separating them.

Merrick Garland sent 15 armed federal agents to arrest an innocent man defending his young son from a belligerent abortion supporter. That reminds me of the show of massive force Janet Reno sent to Waco to arrest David Koresh at his compound endangering the lives of innocent children who later died in the botched federal government raid conducted in front of television crews told to be there for the show before the raid.
