take away all other powers and yes I can very easy see cops taking over a town. You can't take away the one single thing that drives this, mans desire for power...so long as one can gain more power, someone will be willing to use that to do just that...and with that..more power...and so on.

This is quite frankly BS the police per capita ratio is about to 8 officers per 1000 people(in the country with the MOST police:citizen if you can see 8 officers taking over 1000 there is something wrong with your logic or you need a math lesson.

Study some military, and you will know that its not a numbers game. Plus your not taking in the practical effect of even in this case...those 8...would find support from some...Weapons and the willingness to use them, can always have small numbers rule more people.
