People who walk or ride a bike or take a bus do NOT have to have insurance

In Virginia YOU don't have to have insurance, only any car you own and not even then. You can optfor an uninsured fee.

I thought all states forced you to have at least liability insurance (except for illegals, they do not have to follow the laws)
