Are you really that dense? Here is a table of contents for the HIPPA REGULATIONS..not the law...just the regulations...
By the way, this is only about the first 10% of the table of contents...If I tried to post the whole thing, the post gets to long and it would require multiple posts to simply list the table of contents...
Then perhaps you should use some intelligence, as if you had any, and post the regulations not some "guide" to "surviving" the regulations. Then too, perhaps you should understand that these regulations were passed by your Repugnant ones in 2000, not by the "liberals" that you fear, and hate.

I didn't...I told you precisely why...A person with the expertise to stay on top of all of these government regulations is a very expensive commodity. The hospital CEO's of the 70's who simply managed the various departments of hospitals and oversaw accounts receivable, and accounts payable would be entirely lost in the maze of government regulations today. You seem to be so ignorant on the topic that you don't even have a rational starting point available to you to begin a conversation. What is it like to be that blissfully unaware?
More lies. The CEO has nothing to do with compliance with the regulations save for some whining like you do. That is why they hire some low paid flunky to do the paper work if any. Then too, you ignore why HIPPA was passed in the first place. If these outfits were doing as they morally should have done then there would have been no need for the regs. However, when a CEO sees a pay raise amounting to anywhere from 200% to 1000% (AETNA Insurance as an example even though they "lost" money), and you don't think that adds to the costs of healthcare, then who is the fool? Who is the dense one? You as usual.
Before the ACA, HIPPA, etc., and the hatred for Obama, healthcare costs were going up at 12-20% a year. Back in the 90's with the "Contract with America", they were talking of the rising costs in healthcare, and telling the American people that something needed to be done (and it wasn't). In 2001 the first report I know of came out, and told the government about the shortage in PCP (Primary Care Physicians), and the coming shortage. Later another report came out about how PCP's were changing their status to "specialist", and charging 2-5 times as much for their services. Later more reports came out about how hospitals were raising their costs (like charging $15.00 for an aspirin), and the profit line kept increasing. Then whining fools like you who can only do as they are told, and never listen to anything that disagrees with what they are told to believe, come along, and support ending healthcare for the poor so that we will have a system that only cares for the likes of trash like Trump, and not those that really needs it.
Instead of calling a doctor, go to the parking lot, and see what kind of car he drives, or go to his home and see what it looks like.

BTW fool, call the doctor, and see who he blames for the rising costs of healthcare:
