The so-called IRS scandal is being blown out of proportion. This is an administrative matter, and is being handled appropriately. The Internal Revenue Service (IRS) is an agency of the United States Treasury charged with the collection of taxes and the enforcement of the revenue laws enacted by Congress. The IRS operates as a quasi-legislative governmental unit with power delegated by Congress to promulgate revenue regulations that have the force and effect of federal law; and special enforcement power in the in the collection of tax revenues. Taxation is at the very heart of the existence of government, and the life’s blood of government function and policy. The tax laws serve both to impose burdens and confer benefits influencing virtually all commercial, political and social activity. What passes without duty is exempt; and under the law, it is the duty of the IRS to scrutinize those that apply for tax exempt status to ensure compliance. In this, the likelihood that the review and audit procedures of the IRS will be in conflict with those under scrutiny is not just probable, but inevitable.
