I think the good people in the EU were not concerned about protecting Hunter Biden. They just wanted Burisma and Zlochevsky brought to justice, but Hunter and Joe prevented that from happening. It was, after all, Hunter's job at the corrupt company to get Zlochevsky off the hook with prosecutors.

Russians were indicted because Mueller thought they would never show up in court and the charges exposed to be fraudulent. It was all meant to be a show for Democrats to use in support of their failed Russian conspiracy theory, but that plan backfired on Mueller when one Russian group did show up prompting Mueller to quickly drop the charges against them to keep from going to court and being exposed for his lies and deception.
