The US House writes spending bills, not the President, but the President must sign them for them to become law. Presidents generally pass spending bills within reason even if they would rather the bills were modified. From 2000 to 2006 the House was controlled by Republicans and the debt was increased $2.851 trillion in 7 years. That is an average rate of $40.7 billion/year. From 2007 to 2012 the House was controlled by Democrats who raised the debt $7.559 trillion in 6 years at an average rate of $1.260 trillion/year. Republicans controlled the House from 2013 to 2018 and raised the debt $5,450 trillion in 6 years at an average of $.908 billion/year. Democrats have controlled the House from 2019 until now and have raised the debt $11,030 trillion in 4.5 years at an average of $2.452 trillion/year.
