From 2007 to 2012 the House was controlled by Democrats who raised the debt $7.559 trillion in 6 years at an average rate of $1.260 trillion/year. Republicans controlled the House from 2013 to 2018 and raised the debt $5,450 trillion in 6 years at an average of $.908 billion/year. Democrats have controlled the House from 2019 until now and have raised the debt $11,030 trillion in 4.5 years at an average of $2.452 trillion/year.

You can blame the Senate also, if you like, but the President does not write spending bills nor does he engage in debate on the floor of the House or Senate to wrangle out compromises to spending bills. Every member of the House shares responsibility for the raises in the debt ceiling except those who opposed passage of the spending bills.
