What inviolate election procedures are in place to guarantee illegals are not voting? None?

For whatever reason forensics experts were denied access to the voting machines for an assortment of reasons given by officials who denied without evidence that the machines had been fraudulently manipulated. It there was no fraud to be found then why all the "fighting like hell" to prevent top investigators from examining the machines to prove they had not been corrupted?
