There were likely thousands more who voted illegally but congressional investigators could not know for sure since immigration officials refused to provide necessary info in order for the investigators to uncover possible thousands of more illegal voters.

Not much has changed in the 25 years since. Democrats still register illegals to vote, and election and immigration officials still prevent investigators from determining how many illegals are voting.
