The thinking incorporated in this panel is pure leftwing: unaccountability to the people, and "solving" a problem by the crude, stupid, brutal tool of rationing, when sophisticated market-based solutions could readily solve the health cost problem. This panel would operate in pretty much the same way as Britain's death panel, the National Institute for Clinical Excellence (NICE!).
