Why would God want to have anyone rebelling against him?
If there are idiots, it is because God created idiots, since God is responsible for all of creation.

It's not that God wants rebels rebelling against Him it's that He refuses to make sinners turn to Him for salvation, allowing rebels to reject Him and go to hell if that is their choice.
