Finding them is the challenge. Comparing academic results is not a solution though, because some of the best teachers teaching in schools; their students/children have bad results. They have classes that may have bad results. For good teachers it may take time to raise levels in schools where children come from very difficult homes. In the meantime they are accomplishing other things which cannot be seen in academic results. That is raising the reasoning levels amongst children and adolescences, which can be a matter of life or death (of themselves and the community, directly and indirectly, metaphorically and literally).
But yes, teachers need to be held accountable, but it cannot accomplish raising levels sacking teachers based on academic levels alone.
