THey are trying to keep the Norh Korean economy viable otherise their enemy South Korea will move in and be on their border.

I think he means that if they do actually perfect mushroom clouds they can divert resources to making mushrooms and stuff that's a bit more useful - the basic staples to sustain life food, clothes and wi-fi....
