Of course the teachers teach the classes. Duh! But guess who sets the cirriculum? It's not the teachers. It's the school board, overseen by the superintendant.

Actually, "the learning" is supposed to be done by the students. Since you're clueless about how the real world works, here's a quick piece of insight. A superintendant is hired by the school boards to administer the cirriculum they feel is appropriate. Members of the school board are holding elected positions, and they campaign as either a Republican or Democrat. The school board decides, the superintendant administers, and the teachers follow the agenda set for them.
