Fast-forward to Wednesday, when the City Council was startled to discover that McCray and Team Thrive are closing in on having spent an eye-popping $900 million since the program’s inception — and nobody seems to have a clue on what.
That is, nobody appears to have kept receipts; the subways and street corners are still overrun with crazy people, and nobody in charge knows what’s to happen next.

Double-decker sightseeing buses carried fewer than 10 passengers on runs around Manhattan on Monday. Big ferries arrived at the Statue of Liberty with their lower decks nearly empty. Some of the city’s largest hotels had few guests, while others were housing homeless men who had been cleared out of shelters to curb the spread of the virus.
The pandemic triggered a free-fall in tourism to New York City, one of the world’s most popular destinations. A new forecast predicts that the influx of tourists will not fully rebound for at least four years, a somber assessment that reflects one of the biggest challenges to the city’s recovery.
Maybe the tourists come to see the filth lining the streets, or maybe their guides shield them from them the living hell in those neighborhoods.
No Americans were hurt more during the pandemic than were residents of nursing homes in NYC where Cuomo sent Covid-19 patients to infect others and die.
