actually when mistakes are made or things don't go smoothly, generally it is NOT "illegal" to count them. you don't invalidate valid ballots because mistakes were made or people are busy. For example, taking a day to transport ballots when the law says "immediately", you wouldn't invalidate them. What does "immediately" mean in a busy election? if you are busy enough, "immediately" could well be a day lol.

you only invalidate ballots if they aren't valid. Otherwise, for example, election workers could just hang onto ballots they don't like and then throw them away because they weren't handled "immediately". no one would give that kind of power to election workers. duh.
