Regardless of US or international laws, humans have a God-given right to pray in public no matter how many ungodly laws the ungodly barbarians come up with to try to make it illegal. Democrats in the US have jailed several American citizens for praying in places democrats claim are off-limits to prayer. Kamala has openly mocked Christians for praying that God would stop the bloody abortion murdser of babies in the US.

Democrats are especially violent in their arrests of their opponents when they can find some leftist interpretation of some law or rule to charge them with violating. In similar fashion, the religious leaders of Jesus' day found some violation of their interpretation of rules and laws to charge Jesus with violating so they could murder him.
