I don't know, and really don't care. It's a pajorative to describe persons of "low class", and even lower intelligence.

Hoser is Canadian slang. I didn't know it either. Somehow I find it ironically humorous to find Canadian slang, and apply it to a Canadian in a US forum, even when most of us don't know what it means.
