Putin is not afraid of Trump. Putin is especially fond of Trump badmouthing NATO.
The NATO countries are all democracies, and in democracies, the people express how they want their taxes spent.
Some countries are quite small and have had natural disasters: earthquakes, volcanoes, floods. The voters of these countries do not always think that NATO is the most urgent use of their countries' taxes.
Not all Americans believe that the US needs all the weapons that the defense industry lobbies to be bought.
Trump says that say Montenegro has an earthquake that destroys vital highways and spends its money on essential repairs, and does not pay the full amount that NATO has prescribed, then Trump INVITES Putin to invade and beat the crap out of Montenegro.
Note that Trump is very often a deadbeat and refuses to pay his bills as promised.
