You can't win a war on terror, because terror is part of war. US uses and supports terrorism.I think you can. We won wars against slavery, Facism, Nazism, and Communism -- all ideologies (except for maybe slavery) that people said were impossible to defeat.
US didn't win a war on slavery, because slavery has never been fought in US. Civil War was a war on South, on state's rights to secede or to preserve a union. It was not a war on slavery. As a matter of fact Lincoln freed slaves in the South, not the North.
US lost wars against fascism and communism. The war against Nazism wasn't won by US, since Nazism was the policy of Nazi Germany under Hitler, then it was defeated by Hitler when he committed suicide. Or it was defeated when Nazi Germany collapsed, or when Soviets entered Germany. Second front by Allies was opened only to prevent Soviets from occupying all of Europe, not because USSR wouldn't have freed every European nation.
What concerns fascism and communism, then there are plenty of fascists and communists both in US and in Europe, Russia, Latin America, South America, Middle East, Africa, Asia, and so on and so forth. The fact that they are minorities in the nations is completely irrelevant since those ideologies and people who follow them live on almost every continent.
