That's going to be difficult in places where the average price of a new home is in the high hundreds of thousands with million dollar tract homes not uncommon. The pressure to develop and build is pretty strong.That would help in more ways than one. Cities need to realize when to say no. Developers never will and taking things to critical mass or beyond is foolish.
