Congress does not have money and cannot get money legitimately throus taxation, although the legislatures' push is always for higher and higher taxation to try to offset deficit spending at least in part. Congress spends money printed without backing by the US Treasury. In other words, if lawmakers need to come up with an extra trillion dollars for 'emergencies' like global warming or health opandemics, they simply authorize treasury printers to print the money they want.

Leftist rubes want to believe their adored leftist government leaders are next door to sinless, but that lie is not the truth.

It was republicans who were desparitly asking Biden to do something about the border. No problems there. Biden puts forward a bill which finances it and other things. The GOP refused to sign it because Trump threatened them to keep it bubbling along to use it as a weapon during the campaign.
