There is NO evidence whatever that all the people on Earth ever lived in a single city and spoke the same language.

There is evidence that there was a huge flood around what is now the Black Sea when an earthquake destroyed a natural dam between the Sea of Marmara and the Black Sea, allowing the Mediterranean to flow into the area that had been below sea level. There are remains of towns at the bottom of the Black Sea. So there is perhaps some basis for that folktale.
