I'd say that we've moved toward intentional decline but that its reversable before the real effect bexomes apparent.

It's possible that this year's WEF rankings may be a low point for the United States, with a rebound coming in 2013. The U.S. political environment is unusually volatile, even by Washington's standards, on account of momentous tax and spending decisions coming at the end of the year, the ballooning national debt (which just eclipsed $16 trillion), and this year's presidential election. If some of those issues get resolved by early next year, it will reduce mushrooming uncertainty over the U.S. economy, and perhaps improve America's competitiveness ranking.
We've also fallen way down on education. In a 2009 international report, and out of 35 participating countries of 15 yr olds, we were 14th in reading, 17th in science and 25th in math, yet we spend more money per student on education than any other country. This once every three year study will not be reported again until 2013.
Also, we are only 3rd from the bottom, above Mexico and Turkey, for 15 yr olds in school enrollment.
In addition, we've fallen in Secondary education to being 18th out of 36.
