This initiative is supposed to address corruption-related issues. The logic is simple. Businesses or unions fund politicians because they want something in return when that person is elected. Donor logos on politicians would make them less eager to do something for their donors because everyone would know they are repaying a debt [so to say].
So if legislators aren't controlled by donors no issues will be prioritized because some business or union gave the politicians some money.
Signatures will be collected and if enough of them are collected the proposal will qualify for the general election.
If the Californians get it done, I hope it spreads elsewhere as this would probably kill the Corporatocracy.
