It is not an anomaly at all. According to Forbes, half of the top 100 billionaires are in investment businesses as is Buffet, they would be in a similar tax position as Buffet. Anyone else in the top 1% would naturally have a large capital gains ratio.

That does not appear to be true.

Like an anecdote a president uses to make a larger point it should be questioned (for example Obamas mother DID NOT get denied for health insurance no matter what the lying president's lips said).

So the anecdote we have here is that millionaires pay a smaller percent of income in taxes than those who are just high earners. This based on the example of Buffet.

And how is it that Buffet pays such a small amount? The truth is that he has income from work and he has income from investments. His deduction for giving to charity is so large that it completely offsets his entire income from work. You too could give so much money as to own no taxes on earned income.

So why is it that he gives so much to charity?

Maybe he is just very generous.
Maybe he wants to pay less in taxes despite claiming to want to pay more.
Maybe he wants to make a political statement about taxes that is not quite accurate.
