What part of the poor and working poor have no disposable income do you not understand?  "Regular everyday  [ongoing conditions], health care needs", are expensive (hundreds of dollars a month in medication)and would have to be paid out of disposable income.  X = income.  Y = rent.  Z = food.  X-(Y+Z)=0  Just what isolated dream land do you live in?  I was there, I lived it, my parents lived it, my siblings lived it.
