The part of that I understand is sooo true. Insurance should be to insure one against an unexpected and monumental expense. Regular and everyday health care needs should be paid out of pocket - that would reduce the costs of health care more than ANY OTHER solution that has been offered.I dont understand how mandating an insurance company to pay for sex change surgery makes it not available across state lines. I do know that it not being available across state lines drives up the price and that congress is responsible for that.
