Honestly, I don't know many 20 year olds that have a mature view of politics, let alone 17 year olds. There are plenty of cases where 16 year olds are charged as adults in crimes, but that does not make them ready to have the responsibilities of adulthood.As for the test you propose, I think that something like this would be good for the electoral system, but I have serious doubts about its constitutionality.
