SO, we've got two possibilities: Either he's functionally-illiterate....or, he's employing that ol' mob-boss explanation; "I didn't really read the whole thing....so, I don't know exactly what was in it."; i.e. "I DON'T KNOW NOTHIN'!!!"

So far, that also seems to be working well-enough with Project 2025.
