What do you mean by "public"?I don't think you have any right to tell a private citizen whether or not to allow smoking in his building just because its open to the public.If you own a business, say a bar, shouldn't you get to decide if its smoking or non smoking? I think that should be a decision entirely left to the business owner and busy bodies need to mind their own business.
