The government of Florida hired the Asplundh company to find and destroy all the orange, lemon, lime and grapefruit trees in South Florida on individuals' private property, and in return only handed out $100 gift certificates to Wal*Mart. It did nothing to prevent the spread of citrus greening to orange groves. Rick Scott was governor as I recall.
