You are indeed an imbecile. The plan is obviously to sell these buildings at a bargain price to wealthy investors, who will them lease them back to the government for a price they determine.

There might have been small errors in USAID, but they could not have been significant errors, because USAID was itself a tiny part of the budget. So what happens now? People will starve to death and epidemics will break out and guess who gets the blame for it?
