This is pretty common in most campaigns. I have worked on many campaigns, as a volunteer, and later as paid staff. Even the volunteers who go around to deliver signs are compensated for their time and mileage. That was in a congressional race as well.

It is hardly surprising that McCain would want to attract people to go out and canvass for him by offering an incentive.
