CONCLUSIONIT IS HEREBY ORDERED that pursuant to MCR 2.116(C)(10), plaintiffs’ cross-motion for summary disposition is GRANTED in part with respect to Count II of the amended complaint because the guidance issued by the Secretary of State on October 6, 2020, with respect to signature-matching standards was issued in violation of the Administrative Procedures Act.In other words, the Michigan SOS broke the law with his amended voter-fraud friendly directive, just weeks before the election.
