you seem to have missed the point. this legislation was intended to offer this care for those who would otherwise not have it. however it was so poorly written legialation that it was gameable so that anyone could drop their kids off their family plans, thereby saving them the expense, and use this which killed the funding model. government programs are riddled with fraud because you have people who do not understand the system writing laws to regulate/manage it. this serves as yet another exampel of why government has no business in the medical biz. want to get care for po folks ? BUY THEM POLICIES from people who do this for a living !
