Japan has a limitation written into their constitution that limits their military to a "self defense force" only. They suffered greatly in WWII and blame it on the military system for the destruction. So, it is very unlikely that they would develop nuclear offensive weapons of their own. Their repulsion of anything nuclear may be why they are building diesel-electic submarines which is using WWII technology.
