Japan has a limitation written into their constitution that limits their military to a "self defense force" only.  They suffered greatly in WWII and blame it on the military system for the destruction.  Thus, the Japanese people do not support an expanded military.

Furthermore, due to the fact that they are the only country to have been bombed by nuclear bombs, the people in Japan generally view nuclear capability in a very negative light, to the point where many of them do not want American nuclear vessels visiting Japanese ports.  So, it is very unlikely that they would develop nuclear offensive weapons of their own.  Their repulsion of anything nuclear may be why they are building diesel-electic submarines which is using WWII technology.
