Reagan was president before Obama, but he did not decide to ignore courts and give the money to the terrorists that the SCOTUS later ruled had no right to that money.  Both Bushes were presidents before bozo Obama and neither of them seized the money from court ordered escroll to give it to the terrorists the SCOTUS ruled did not have any right to the money.
