In 2017, President Trump and the Wisconsin GOP made a deal with a Taiwan manufacturer that promised to turn Southeastern Wisconsin into a tech manufacturing powerhouse. In exchange for billions in tax subsidies, Foxconn was supposed to build an enormous LCD factory in the tiny village of Mount Pleasant, creating 13,000 jobs.

Fast forward 2020. Offices filled with people watching Netflix and playing games on their phones, many hired so the company could reach the number required for it to get tax subsidy payments from Wisconsin. Now Wisconsin rejected the company’s subsidy application and found it had employed only 281 people eligible under the contract at the end of 2019. Many have since been laid off.

I remember at the time reading that Walker did a deal on a napkin. That was a sign of many things to come, none of them good for Wisconsin. He deserved to lose his election.

Why should Foxconn build an enormous LCD factory in the tiny village of Mount Pleasant when it is banned from selling its chips and other products to Huawei and other Chinese firms which are its major customers? It could not find enough customers to buy up all products left after the loss of its Chinese buyers.

Trump's self-defeating tech war against China has hurt many US companies. It is analogous to cutting off both legs in exchange for the opponent's head.
