Yes, prophetic. He then went on to prove his words by instituting a "trickle down" economic policy, thus ensuring that there was plenty of red ink for that sea. His supporters then either abandoned ship, (I was one of those, btw), or went on to claim that it was Congress' fault for busting the budget, despite the fact that Reagan asked for more than Congress was willing to give.

How Reagan became a darling of limited government is a real mystery. It must have to do with the mutability of the past.

Not to belittle Reagans attempts, however, did you happen to notice that he decreased VA spending by 3.9% while he increased DHHS spending (welfare) by 9%?

His budget still went up by over 6%.

Still pisses me off that he did not eliminate the Dep't of Education as he promised he would.

The Department of Education is an example of the government spending money on something that is not part of the function of the federal government. There are many. Reagan wanted to spend even more money, some of it on his "star wars" defense idea. There never was a conflict between the president trying to spend less, and the Congress trying to spend more, just between how the money that they didn't have should be spent. The results can be shown graphically:
