That's probably why I have never gotten an answer to my question, which, coincidentally, I've asked almost every time the topic of health care has come up.

friend, have you not noticed their devotion to some notion that paperwork is the problem ? having been responsible for that (I'm in IT) at a local hospital I can tell you this is silly.
