They have of course it's just not what you want. Point is they established the process set the limits and set the budget for administration.
And this president ignores it all and does as he pleases.

As to immigration, what did Bush do to slow down illegal immigration? Actually, NOTHING. He supported amnesty along with the Republican Party.
