There are now over a million people in and around Rafah, and Netanyahu wants to force them all to evacuate.
Rafah is the only port of entry for goods to enter the Gaza area, and a major attack there could block the entrance of aid.
There is not enough food or drinkable water and people are living in tents in mid winter.

We are likely to see a major crisis here. Netanyahu thinks that somehow moving Palestinians all over the place and starving them will make them more obedient.
