This is still true today, and will most likely always be true:

Democracy substitutes election by the incompetent many for appointment by the corrupt few.

I think there are moments when the majority feel deeply involved when that is not true. Unfortunately, for a number of reasons, they tend to be short.

But its moot really. The gentry call the shots. Akways have always will.
Democracy is cheaper than knights etc.
